1. Formal Examination

(1) After the manuscript is delivered to the editor-in-chief, the assistant editor assists with the filing and produces a blind-reviewed manuscript and designated folders.

(2) The assistant editors first conduct a “form review.” The editor-in-chief will then perform initial screening upon manuscripts. If the article is too short, does not meet the journal format requirements or does not meet the academic requirements of this journal, the editor-in-chief will draft the reason for rejection, and the assistant editor will issue a rejection letter.

2. Substantive Examination [Preliminary Examination]

(1) If the thesis meets the academic norms and standards, it will enter the substantive review process of the manuscript, and the editorial advisory board will recommend reviewers with relevant expertise to conduct a double-blinded peer review.

(2) After compiling the list, the editor-in-chief will send an invitation letter, and the assistant editor will send out the anonymous manuscript for review.

(3) The manuscript is sent to at least two experts or scholars for anonymous review. Their recommendations will be considered in deciding whether to accept or reject the manuscript or request revisions from the author.

(4) When the examinations of the preliminary review are consistent, the editor-in-chief makes the final call according to the reviews.

(5) When the two anonymous reviewers disagree, they will be sent to a third anonymous reviewer for review, and the editorial advisory board of this journal will make a final decision. In addition to focusing on the requirements of academic rigor, the characteristics of this journal are also considered.

3. The blinded review results:

(1) Published;

(2) Published after modification;

(3) Review after modification;

(4) Rejected.

4. Substantive Examination [Re-examination]

Manuscripts which initial review results are either “published after modification” or “reviewed after modification” are subjected to the re-examination process as follows:

(1) The revised manuscript of “published after modifications” shall be read and judged by the editor-in-chief. If the modification situation meets the requirements of this journal, the manuscript will be accepted for publication and a letter will be sent to notify about the publication; if the modification situation does not meet the requirements of this journal, a letter will be sent to notify the author to conduct revision. .

(2) The revised manuscript of “revised after modification” is submitted to the preliminary review for another review; the editor-in-chief will decide and send out a letter to notify the review result based on the review recommendations.

5. Additional Information

(1) Due to editorial needs, this journal has the right to modify the manuscript. In the case of those who are unwilling to accept amendments, please notify the editors.

(2) After the manuscript has been accepted, the authors should make effort to complete the proofreading process.
